You can find some factories all over the world, and talk with them.
By the way, if you find factory, they need 1000 or up, but you can talk to them first.

How do I find a Jewelry Factory in Mexico to Manufacture my Silver Jewelry?
My family (only myself dad and grandparents work here) owns a jewelry store in Timonium, MD. I am a advertising/marketing major in college. Tried so hard to find things to do, basically that cost very little to get some more people in our store. Looking for exposure…with people spending less its hard. Any ideas?? We have a showroom and factory in the back
We do custom manufacturing and repair. We use a CAD program and do almost anything and everything when it comes to jewelry

Advertise on Craigslist.com, Post flyers/business cards at local businesses. Be a vendor at local bridal shows, place flyers in local bridal shops.
